ASEAN partylist bet wrong on out-of-school youth stats

A repurposed video posted March 4 contains an inaccurate claim by ASEAN partylist nominee Win Ballada that the National Statistics Office (NSO) tracked 4.6 million out-of-school youth (OSY) in the country in a 2010 survey.
Contrary to his claim, first made in a 2016 ANC interview, the final report of the 2010 Annual Poverty Indicators Survey (APIS) said:
There were approximately 12.1 million persons 6 to 24 years old who were out of school in school year 2010-2011 (June 2010 to March/April 2011) or in the first semester June 2010 to October 2010.
A November 2011 NSO press release, referencing the APIS results, said about 16 percent of an estimated 39 million Filipinos aged 6 to 24 were not in school. A table accompanying the release placed the figure at a more precise 15.5 percent.
This translates to about six million, not 4.6 million as Ballada stated in the ANC interview in 2016 when he ran for the same position.
The NSO survey defined OSY as “family members 6 to 17 years old who are not attending formal school and family members 18 to 24 years old who are currently out of school, not gainfully employed and have not finished college or postsecondary course.”
The video of Ballada’s interview was posted by the channel Vote #2 ASEAN Partylist 2016 on YouTube on April 22, 2016. A supporter of ASEAN, which stands for Academicians, Students, and Educators’ Alliance Inc., uploaded the repurposed video to his Facebook account on March 4.
The NSO was merged with three other agencies in 2013 to become the Philippine Statistics Authority.
