Afuang wrongly blames ex-Dep Ed chief for K-12

Eight senatorial candidates turned up at ABS-CBN's second "Harapan 2019" Senatorial Town Hall Debate on Feb. 24, 2019.

A segment during the debate asked for the candidates' plans to uplift the poor quality of education in the country.

Grade 7 teacher Arnel Salva was the one who posed the question:

Hindi maikakailang ang ating educational system ay problema, maraming problema sa kasalukuyan. Ngayon, bilang kandidato na tumatakbo sa pagkasenador, ano ang plano ninyo para mapaunlad ang sistema at kalidad ng edukasyon sa ating bansa.

Labor Party Philippines candidate Abner Afuang wrongly blamed the K to 12 Enhanced Basic Education Program for the poor quality of the educational system in the country. He also mistakenly claimed that the K to 12 program of the education department was created by former Dep Ed Secretary Armin Luistro.

The K to 12 law, or the “Enhanced Basic Education Act of 2013”, was signed into law by President Benigno Aquino III in May 2013.

The law emanated from Senate Bill No. 3286 and House Bill No. 6643. While then-Education Secretary Armin Luistro was supportive of the program, the idea to add one to two years of basic education to the curriculum began during the administration of former President Ferdinand Marcos.

There is no data to show that the K to 12 program had a direct effect on the increase or decrease of street children.
